The Technology and Innovation organization requires Information Technology (IT) professional resource to provide Senior Project Management services for the project delivery of the Technology and Innovation IMT ministry projects to Modernize & Enhancements of the Government clients’ Service Delivery within ministry of Technology and Innovation.
Initiatives to Modernize & Enhancements of the Government clients’ Service Delivery of Department application including the following:
Project #1 Kananaskis Conservation Pass (KCP) - Automated License Plate Recognition (ALPR) Enforcement Implementation:
This initiative is the implementation demand for the Kananaskis Access Pass / Automatic License Plate Recognition Implementation – Planning. Purchasing Kananaskis Conservation Pass (KCP) was announced June 1, 2021 for Kananaskis Country & Bow Valley Corridor. The compliance and enforcement is scheduled to go live between December 2021 - March 2023. Since October 2021 the passes have generated more the $10 million in revenue.
Project #2 Reserve Alberta Parks (RAP) Replacement:
Alberta Parks offers a wide range of outdoor recreational experiences to the public through its network of parks and protected areas. Transactions on RAP have skyrocketed in recent years (over 467,000 transactions and 334,000 reservations processed in 2021; an increase in over 178,000 transactions and 142,000 reservations since 2019). Business has experienced a number of barriers and constraints that has now halted all new development to try to preserve system stability for this operational season.
The Senior Project Manager is required to plan, coordinate, analyze and manage multiple IMT projects. Key activities include requirements gathering, planning, coordinating, and project management to effectively support department priority project. The Senior Project Manager is to provide Project Management support of the mandated project by providing governance, prioritizing, monitoring and reporting of the Initiative.
The Project Manager’s primary role will be in the planning and coordinating of the development and delivery of project deliverables.
The resource will support various IMT initiatives identified through intakes from the Business Relationship Management team and prioritized through IMT Governance mechanisms.
Role Description:
Responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding status of project.
- Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
- Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries’ enterprise architecture.
- Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
- Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
- Manage multiple projects, project resources and project governance.
- Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
- Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
- Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
- Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
- Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
- Develop, as required, related requirements documentation.
- In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
- Provide leadership and assistance to business and project teams that require change management and communication support.
- Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
Desired Education and Skills:
Must meet or exceed one of the following:
- University graduation in business, management or related discipline & 4-yr Project Management (PM) experience;
OR
- 2-yr diploma in business, management or related discipline & 6-yr PM experience;
OR
- 1-yr certificate in business, management or related discipline & 7-yr PM experience;
OR
- 8-yr PM experience
- Experience with the complexities of Federal/Provincial jurisdiction(*Experience must be described in resume)
- Experience conducting, facilitating and interpreting impact and risk assessments
- Experience managing multiple projects concurrently
- Experience defining project vision, scope and goals in collaboration with business stakeholders.
- Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures.
- Experience managing custom application development projects with at least 5 team members (*Experience must be described in resume)
- Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations.
- Available to lead frequent (daily) face-to-face meetings with clients and technical teams located in Edmonton as required (The client does not pay for travel to attend on-site meetings)
- Experience leading in the development and implementation of Contact Centre Registry custom solutions.
