Job Overview:
- These positions are for Pickering Nuclear Generating Station Fuel Handling Technical Design support for the Safe Storage and Decommissioning project.
JOB DUTIES
- As a recognized specialist, act as a technical authority in the designated field of engineering. Advise management and technical staff on the implications of the latest technical and/or environmental developments as they relate to design, engineering and plant operations. Develop solutions to technically complex problems in support of Ontario Power Generation (OPG) power plant operations, maintenance, design or construction. Set objectives and carry out technical programs to provide expert consultative and technical services to clients. Present and explain advice or proposed solutions, providing support rationale for major technical and environmental decision. Develop proposals and advance recommendations to correct or alleviate the situation, and assist client with implementation as approved.
- Be knowledgeable of the capabilities of external agencies and individuals in supporting work programs. When necessary, develop requirements for appropriate contracts with such agencies and ensure any work meets the technical requirements of contracts (e.g. terms of deliverables, quality, timing and cost). Participate in or chair meetings with stakeholder groups, identify contentious issues (e.g. work priorities or objectives), and jointly analyze alternate approaches to reach mutual agreement on problem resolution. Develop proposals for client review, keeping the Supervisor generally informed of significant outcomes. Assist with client implementations.
- Develop and provide specialized technical training programs for the development of staff expertise to meet OPG and Business Unit requirements. Evaluate effectiveness of training programs, as required.
- Evaluate broader implications of specific problems or projects and ensure integrated solutions recognizing the interests and input of other parties. Provide technical support to programs under the control of other departments and provide periodic supervision on a project basis with subsequent feedback on performance issues to the regular Supervisor. Carry out work programs at the appropriate work site that involves highway travel, wearing of protective safety equipment and is in accordance with established safety procedures.
- Keep abreast of the latest developments in the field of specialty. Develop and implement internal standards and/or programs to reflect external regulations and technical developments. Recommend that studies or research & development programs are undertaken as deemed necessary to improve performance, operation, maintenance, environmental performance, design or construction of operating plants. Take a lead role in the direction, coordination and implementation of approved programs.
- Liaise with internal divisions/departments and external agencies in areas of expertise and responsibility. Provide advice and guidance based upon specialized experience and knowledge of the state-of-the-art in the technical subjects relevant to power plant operation, maintenance, design or construction.
- Prepare and/or make presentations to government authorities, agencies, regulatory bodies and legislative hearings to assist senior management endeavors to secure, protect or advance the interests of the company in designated areas. Represent the division on internal and external committees and associations.
- Produce reports or other documents, including lead plant documents, as required supporting conclusions drawn or recommendations advanced to improve performance operation, maintenance, environmental performance, design or construction of operating plants and providing resource or reference material to interested planning, research, or other groups. Review specific project inputs for quality and accuracy, as required.
- Provide coordination and recommend effective work plans for professional and technical staff. As assigned, act as a Team Leader with responsibility to oversee the conduct of work or study to resolve specific problems or investigations, and provide technical recommendations.
- Provide input to budget submissions, financial evaluations, and purchase justifications, as required.
Qualifications:
- The two employees will have an undergraduate degree in engineering at minimum and DE Qualified as per OPG Qual 33685 would be an asset.
EDUCATION
- Requires a knowledge of physics, chemistry, metallurgy, mathematics, electricity, engineering, computer science, statistical analysis and economics to provide consultative services in designated, specialized technical fields associated with the development, design, construction, commissioning and operation of power plants. Requires knowledge of English to communicate effectively, both orally and in written form and proficiency in technical report writing to develop, prepare and implement standards, methods, procedures and comprehensive reports.
- This knowledge is considered to be normally acquired through the completion of a 4- year University Degree in a related field such as Electrical Engineering, Mechanical Engineering, Physics, Computer Science, and the like, or by having the equivalent level of education.
EXPERIENCE
- Requires in-depth experience in or associated with the development, engineering, design, construction, commissioning and operation of large scale power plants, industrial production or chemical process facilities. Requires experience to understand the development and implementation of standards, methods, procedures, jurisdictional and industrial codes and the setting of work program objectives. Requires experience to provide advice and direction in designated, specialized technical fields. Requires experience to be familiar with divisional organization, methods and practices. Requires experience in the inter-relationships with internal stakeholders, manufacturers and suppliers, as well as Government and Regulatory Agencies.
- A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
