Job Overview
- Conduct or arrange for the preparation of engineering and scientific aspects of power generation, transmission and distribution using mature engineering and technical knowledge: work with modified technical guidelines or broad criteria governing advanced or developmental schemes; conduct or arrange for special studies or analyses for the definition and solution of problems, or for economic or efficiency considerations; be responsible for specifications, procedures, estimates for large projects, contract content, material selection or treatment, testing, etc; co-ordinate design phases; visit project sites and manufacturers' locations to obtain data, review progress with customers, contractors and vendors
- Conduct or arrange for analyses of engineering and scientific designs or schemes of work for plant, equipment and systems, including contracted portions, to ensure optimum, economic, project design parameters are met: represent the design function in discussions with contractors and including matters of design, cost, availability, schedule, manufacturing technique, performance tests, etc; develop recommendations to achieve project objectives; work with others, including customers, construction and in the resolution of problems including those of a controversial nature.
- Act as a Design Team Leader (Leader) for various projects: lead others in the preparation of equipment and systems design; co ordinate the aspects of engineering and construction services work with other contributing groups; make recommendations on team membership; organize and assign work responsibility to team members; give guidance, instruction, direction; develop work methods; maintain quality, quantity and accuracy of work; contribute to the training and development of less senior staff.
- Act as a representative on committees, task forces, etc.: ensure design responsibilities are adequately addressed; contribute to matters under discussion; make presentations.
- Maintain an awareness of state-of-the art of the engineering profession and new advances in engineering design, methods, materials, etc.
- Specific areas of support may include technical engineering support, contract support, and/or administrative support. Additionally, OPG requires the candidate to apply their experience to identify improvement opportunities to OPG.
The candidate required to demonstrate competence, experience and understanding in the following areas:
- Canadian regulatory and licensing requirements for OPG Nuclear; b)Applicable codes and standards for OPG Nuclear;
- Quality Assurance requirements and standards that are applicable in Canada;
- Developing design/engineering change ("ECC") packages in accordance with OPG Nuclear governance; e)Establishing and providing oversight services for EPC/Non-EPC contracts; and
- Understanding of Project Life Cycle
DTL to perform engineering oversight (EOS) activities required to provide assurance that an engineering activity (such as a modification or a stand-alone engineering deliverable) prepared by a Design Service Provider (DSP; can also be termed generically as vendor) achieves the following:
- Meets all OPGN procedural requirements and expectations for design quality
- Performs its intended design function without adversely impacting a nuclear facility's design basis or causing a deterioration of the facility's design margin
- Meets all other Technical, Procedural and Quality requirements as specified in contractually binding documents such as the Contractor/Owner Interface Requirements, Scope of Work (SOW), Interface Requirements, Engineering Specification, etc.
- Ensures that engineered solutions or deliverables meet Fit for Purpose (F4P) principles
- The candidate need to be effective in their oversight with the DSP in an effort to:
- Ensure that engineering deliverables provided by the DSP meet high design quality standards and that design engineering products comply with OPGN governance and applicable industry codes and standards.
- Allow for early detection of potential issues so that corrective measures can be taken at the appropriate time.
- Share best practices and lessons learned between the DSP and OPGN engineering staff by establishing an environment of continuous learning.
- Ensure approved design is constructible, operable, and maintainable safely without any adverse impact on plant's design basis.
- Offer coaching and continuously improve DSP performance with the long-term objective of reducing OPGN interface time and subsequently saving costs due to regular incorporation of lessons learned.
- Foster good working relationships with DSP and help ensure value-added services are being provided to OPGN
- Ensure stakeholders' expectations are satisfactorily met
- Advocate for engineered solutions or deliverables that meet F4P principles
Qualifications
- 6 years of relevant work experience within project engineering;
- Ideal candidates will have worked in a Nuclear Engineering environment; position will requires individual to be a Nuclear Energy Worker
- Experience and ability as a team player to understand and manage the interrelationships of various internal and external groups in order to facilitate objectives and ensure projects satisfy stakeholder requirements;
- Strong written and verbal communication skills and be comfortable leading meetings and giving presentations;
- Have experience and/or willingness to interface with vendors;
- If required, have the ability to travel vendor/OEM and manufacturer locations
- Have a strong interest in fast-paced, challenging work environments where showing initiative and self-motivation are assets;
- Proven track record on delivering results;
- Strong in understanding, executing and following governance and procedures with a questioning and analytical attitude/approach under minimum required supervision;
- Knowledge and experience working within OPG's ECG Process (Engineering Change Control) and project life cycle.
- Knowledge and experience interfacing with station, scheduling and work control.
- Design Engineer Qualification (QUAL 33685)
- P.Eng License is an asset.
