Working Hours:
- Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
- Work must be done from within Canada, due to network and data security issues.
- It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
Notes on Location:
- Resource will work remotely, though must be available for onsite meetings when required. It is estimated that onsite meetings may be quarterly (every three months) but the actual frequency of meetings could be more or less.
Scope:
The client business areas (currently two units) require the support of contingent labour in order to support the current complement of resources. Working as a liaison between the units and the relevant procurement teams within Government of Alberta (GOA), the Contractor will be required to draft accurate and comprehensive procurement documents/instruments e.g. Request for Proposals (RFP), Pre-Qualification Requests (PQR), Statement of Work (SoW) etc.), evaluation documents, and more. Procurements are for services and/or goods (e.g. software, tools, platforms).
The successful Contractor will be precluded from responding to, or providing assistance to any individual or organization in relation to, any of the related GOA client procurement solicitations for the new contractual arrangements.
Duties:
Working as a liaison between the units and the relevant procurement teams within GOA, the Contractor will be required to draft accurate and comprehensive procurement documents/instruments e.g. Request for Proposals (RFP), Pre-Qualification Requests (PQR), Statement of Work (SoW) etc.), and evaluation documents, and more.
The Contractor will be required to:
- Manage the procurement activities and aspects on behalf of the client;
- Liaise with relevant procurement teams within GOA;
- Liaise with GOA personnel and external vendors
- Manage procurements against established timelines, objectives, and milestones
- Manage priorities, timelines, and deadlines with minimal supervision; Produce and package procurement documentation for presentation to various stakeholders.
- Coordinate and guide requirements gathering, collation and agreement activities with stakeholders
- Verify stakeholder needs are met in terms of business needs and service requirements
- Coordinate approval and sign-offs; and
- Participate in the effective and efficient evaluation of proposals received.
Equipment requirements:
- Resource will require their own hardware, software, and relevant equipment.
Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.
In the event that, the Contractor’s resources are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies. However, the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.
The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.
