Max Rates: INC Rate: $101.14 - SP Rate: $92.22 - T4 Rate: $78.74
Working Hours:
• Business Day means 8:15 am to 4:30 pm in Alberta from Monday through Friday excluding holidays observed by the Province.
• Work must be done from within Canada, due to network and data security issues.
• This is a Hybrid role, and the expectation is for the resource will work from the office at least 2 days per week, and as required to support project needs.

Description: The Registries Modernization team is taking an agile approach to implementing modernized, innovative, client-centric and sustainable solutions for delivering registries services to all Albertans. Our team is looking for a Procurement and Contracting specialist experienced in agile project management, managing complex Information Technology (IT) procurements and contract management. The ideal Contingent Resource will provide innovative solutions to complex challenges and will be responsible for creating and managing solicitation processes, developing and negotiating contracts inclusive of establishing and monitoring supplier key performance metrics. The Contingent Resource will have extensive experience in developing and negotiating large scale, complex, application implementation contracts that utilize agile development methodologies and result in innovative pricing strategies.
Responsibilities will include:
Solicitation Process
• Collaborate with internal stakeholders to understand their procurement needs and develop solutions that meet their requirements.
• Develop and implement sourcing strategies that align with the organization's overall goals and objectives.
• Develop and provide recommendations on complex contracting and pricing strategies for agile solution development and complex technology initiatives.
• Manage the solicitation process from end-to-end; working with the Department of Technology and Innovation as required.
• Develop and manage solicitation evaluation process including establish evaluation criteria, develop evaluation plans, facilitate evaluation sessions, and complete vendor debriefings as required.
Contract Drafting and Review
• Draft, review, and negotiate a variety of contracts, including but not limited to supplier agreements, various type of software license agreements, service contracts, statements of work, and confidentiality agreements as they relate to the acquisition of goods and services ensuring compliance with Government of Alberta policies, trade agreements, and applicable laws.
• Develop and manage negotiation strategies and plans.
• Provide risk assessments that include language to mitigate the risk and facilitate negotiations pertaining to said risks for stakeholders.
• Ensure that contracts accurately reflect the terms and conditions agreed upon by all parties involved.
• Collaborate with legal counsel to address complex legal issues and ensure compliance with relevant laws and regulations.
Contract Management
• Support the development and maintain a centralized repository for all contracts and related documents ensuring all amendments, and renewals are processed in a timely manner.
• Develop and generate regular reports on contract status, performance, and compliance metrics.
• Complete invoicing processes via the Government of Alberta’s One Government eXperience (1GX) solution.
In addition to the qualifications identified as part of the Contingent Resource Request, the Contingent Resource Response should:
• include specific examples and outcomes achieved when providing procurement specialist services to obtain innovative solutions to complex procurement challenges.
• include specific examples of contract development and negotiations for Software as a Service solutions, IT Services agreements, software application agreements, or technology partner agreements that utilized an agile development strategy and resulted in innovative pricing strategies.
• Examples in procuring and contracting motor vehicle applications will be considered an asset.
