General Description
• The Environmental Professional Level 1 is a fully qualified professional who applies theoretical and practical knowledge to provide environmental management services to successfully complete BC Hydro projects of low to medium complexity safely, with quality, within budget, and on time.
Experience and Role Accountabilities
• A minimum eight (8) years of environmental or natural resource management work experience.
• Develop environmental work plans using combinations of and modifications to standard procedures and methods including interpreting project specifications and investigating environmental risk in design and the field to support BC Hydro's environmental management objectives.
• Propose changes and make technical recommendations in plans and estimated costs, prepare progress reports, and manage work schedules to assist project or operations management to meet safety, cost, quality, and time objectives.
• Provide technical recommendations for use in project planning and design at public hearings and in public consultation programs including creating environmental impact statements and preparing and presenting expert testimony.
•Initiate, plan, and implement multi-disciplinary studies of impacts and environmental protection measures by developing terms of references, monitoring progress, and reviewing overall results to support BC Hydro's ongoing operations.
• Participate in confidential negotiations regarding mitigation and compensation programs.
• Participate in BC Hydro's environmental management practice by conducting independent studies and analysis, exercising independent judgment in selecting and interpreting information, recommending safe environmental options, and making typical decisions related to standard methods and techniques.
• Manage environmental review processes for BC Hydro projects and operations by identifying, investigating, and resolving design and field environmental problems including developing guidelines, modifying established guidelines and/or devising new approaches. • Provide environmental management support, advice, and recommendations to business teams at BC Hydro by using good knowledge, training, and/or experience in environmental management to support successful completion of assigned projects. • Establish and maintain meaningful relationships with internal clients and third parties by collaborating to define the scope of environmental services to be provided, providing environmental information, and investigating and resolving problems to support the implementation of projects and operations.
Education and Skills
• Bachelor's degree in Science or Engineering
• Eligible for membership in professional association such as RP Bio, P. Geo., PMP, P. Eng. or equivalent
• Multi-disciplinary study and formal environmental assessment experience
• Advanced MS Office skills (Word, Excel, and PowerPoint)
• Advanced English skills for professional environment, written and spoken
The focus of this role is acting as the Wildfire Program Coordinator within the Fire Risk Management team. These duties include, but are not limited to:
• Understand, interpret and apply legislation in relation to wildfires to ensure clear, concise and applicable direction is provided to business groups in alignment to BC Hydro's safety governance, roles and responsibilities and documented in BC Hydro's Wildfire Risk Management Program requirements.
• Develop program requirements , procedures, and other safety documents, and provide strategic, proactive options for mitigating wildfire risk as it relates to worker safety, public safety, and asset protection.
• Lead program development, implementation, sustainment and assurance using a predefined and consistent process to ensure business group engagement, clear sustainment expectations and on-going alignment to safety governance, roles and responsibilities.
• Engage with multiple stakeholders internal and external to BC Hydro (such as BC Wildfire Service) to develop and sustain practical, workable solutions to meet asset management, operational and other business needs and to support BC Hydro in meeting its obligations as an Owner and Employer under the Workers Compensation Act and regulations.
• Supporting the Manager, Fire Risk Management and Public Use Risk Management, and associated team members to carry out their program responsibilities.
• Tracking and coordinating reports on performance metrics, including interpreting results and recommending actions.
• Monitoring and responding to regulatory changes, communicating the impacts and supporting business groups to respond.
• Providing technical subject matter expert support.
• On-going monitoring to drive consistency in program implementation, risk identification and reporting to leaders across the organization.
• Stays current with provincial legislation to ensure program maintain compliance with changing regulations. Additionally, maintains awareness of emerging wildfire requirements in other jurisdictions and presents emerging risks, practices, and issues related to wildfire risk management to management.
• Develop exemption applications on behalf of BC Hydro to the BC Wildfire Service and support capital projects with reviewing wildfire risk management plans.
• Coordinating reporting, including the annual program review and communicating results to management and other audiences.
• Provide subject matter expertise to business group representatives and other safety team members to ensure wildfire season preparedness is performed. This includes working with operations managers, and safety team members to develop communication and engagement plans to ensure they have a clear understanding of safety responsibilities, requirements and programs.
• Respond to diverse, complex queries on wildfire risk management from internal and internal parties
• Work collaboratively within the safety team and with client business groups to review and improve processes, programs or systems.
• Identify emerging wildfire risk and safety issues, evaluate the potential impacts for BC Hydro, and work with the related business groups to develop solutions for systematic management and mitigation of risk.
• Practice effective technical writing and document management/control.
What you bring
• In depth knowledge and understanding knowledge of the Wildfire Act and Regulation including any relevant laws, regulations, codes, standards, related to wildfire risk management and emergency response .
• Experience with conducting wildfire risk assessments for industrial sites.
• Experience in preparing or reviewing wildfire safety or wildfire risk management plans.
• Experience in preparing and reviewing exemption applications to BC Wildfire Service
• Familiar with the Canada FireSmart program and experienced in providing guidance on wildfire resilience measures and mitigation
• Experience with providing guidance on industrial burning
• Experience with providing guidance on appropriate and effective industry standards and practices to meet regulatory requirements and organizational performance objectives
• Availability to service BC Hydro during wildfire season March 1 - October 31 is required.
• A minimum of five (5) years' experience working in a role related to wildfire risk management, preferably in the utility, electrical or construction trades.
• Excellent writing, communication, and presentation skills with the ability to influence without authority.
• Extensive, demonstrable, and practical knowledge and experience working with, or providing safety support to working with wildfire hazards.
• Experience in implementing field safety programs, including the ability to communicate requirements to a range of audiences including field workers, managers and senior leaders.
