Role: Project Manager
Location: Toronto, ON to start. The end site in 2023/2024 will be the Wabigoon Lake Ojibway Nation-Ignace area in northwestern Ontario or the Saugeen Ojibway Nation-South Bruce.
Position Summary
Working within the Project Management Office (PMO) and accountable to Project Sponsors, manages projects and key deliverables of the broader Adaptive Phased Management Project are completed in alignment with the overall Project schedule, cost, scope, and quality requirements of the organization.
The Project Manager will actively promote and support a strong safety culture and ensure Health, Safety and Environment (HSE) requirements are met or exceeded.
Major Accountabilities:
- Accountable for overall project planning, execution and monitoring including responsibilities for managing schedule, scope, cost, and quality to achieve project expectations for assigned projects.
- Develop and support short- and longer-term strategies and objectives for the projects; providing advice and guidance to others involved in the interconnected and cross project activities associated with the program.
- Responsible for developing contracting strategies, estimates and detailed execution plans for the projects they are responsible for.
- Single point of contact for communication with Stakeholders and Vendors and is accountable for the delivery of services under the vendor Agreement/s.
- Identifies, tracks, and manages both internal and external project risks and establishes risk management strategies and mitigation plans for Senior Leadership review and approval. Identifies risks and opportunities on the project and proactively plans to minimize their impacts and maximize potential benefits of mitigations.
- Ensures adequate performance measurement baselines are established and change management processes are followed for any required deviations from these baselines.
- Directs all work activities related to project scope development, engineering, procurement, site development, construction, and commissioning, ensuring appropriate resources are identified to execute the project through each phase.
- Manages staff assigned to the project and matrix staff including the prioritization and delivery of work activities. Provide direction to departmental staff, establish clear roles and responsibilities and annual performance objectives as well as provide regular performance feedback, coaching and training.
- Ensures appropriate project governance is developed and aligned with the PMO requirements and ensures the application of existing PMO governance to the project.
- In the role of Constructor, ensures project processes meet regulatory requirements and interfaces with regulatory agencies.
- Makes business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with our policies and procedures
- Working in consultation with the Management System and Performance Improvement team establishes the Project quality requirements.
- Communicates with and presents to a variety of stakeholders including the Executive team, community groups, local municipal and Indigenous members and businesses, and internal team members.
- Approves design changes after appropriate review for all changes that are within the Project Requirements and conducted in compliance with the Design Management Procedure.
- Accountable for implementing and driving our safety culture and ensuring activities to monitor and improve human performance are incorporated into all plans.
- Accountable for construction planning and execution, including ensuring appropriate management systems and processes are in place for the protection of public/worker health and safety, and the environment.
- Accountable for commissioning including validation of systems designs.

Job Specifications:
- A bachelor’s degree in a relevant discipline (Business Administration, Engineering, etc.) or equivalent experience.
- PMP designation would be an asset.
- More than twelve (12) years’ experience in project management, managing large Projects (project values $25 million - $100 million +). Requires specialist knowledge in design, construction, and project management, with a broad knowledge of various disciplines such as engineering, information technology and management systems.
- Demonstrated track record of meeting Project Safety, Environmental, Cost and Schedule expectations.
- Experience in interfacing with government and regulatory agencies.
- Experience in public engagement and public review processes (e.g., community meetings) an asset.
- Highly developed creativity and initiative to deal with unique and challenging design and construction issues. Budget management skills.
- Demonstrated experience with configuration and change management processes.
- Experience with incorporating Reconciliation and Indigenous knowledge into work processes would be considered an asset.
- Excellent planning and organizational skills. Proven ability to manage multiple projects within strict budget and timeline constraints and to respond to frequently changing priorities.
- Excellent analytical and strategic skills, as well as good business judgment and problem-solving skills.
- Experience working with diverse, multi-disciplinary teams in a social and technical environment
- Superior oral and written communication skills;
- Ability to exercise patience, tact, diplomacy, and discretion.
- Ability to influence others at all levels of the organization.
- Knowledge of Health & Safety regulations and legislature, including OHSA, WHMIS.
