Job Description: Senior Cost Estimator
Location of Services: Edmonds, BC
Hybrid Model: On-Site 3 Days Per Week
Work Location: Edmonds, BC
Max INC Rate: $110 | Max T4 Rate: $91
Note:

Initially, additional on-site days at Edmonds will be required for training purposes.

Candidates from other provinces who meet these requirements may be considered. Flexibility (e.g., 2 weeks remote and 2 weeks on-site in BC) may be offered based on performance.
Experience and Role Accountabilities
-
Minimum Experience: Eight (8) years in a relevant engineering field or equivalent.

Develop safe engineering solutions, utilizing initiative and judgment to:
-
Perform tasks, including design development, problem analysis, and interpretation of engineering specifications for medium complexity assignments.

Assist project or operations management by:
-
Proposing changes to plans and estimated costs.
-
Recommending payments for contractor-completed work.
-
Preparing progress reports and coordinating schedules.
-
-
Resolve complex design and field engineering challenges through independent studies and analysis, offering safe engineering designs.

Contribute to engineering practices by:
-
Conducting independent studies and analysis.
-
Developing technical standards.
-
Providing guidance to other professionals.

Education and Skills
-
Required: Registered Professional Engineer (P.Eng.) or Professional Geoscientist (P.Geo.) with Engineers & Geoscientists BC or another jurisdiction; eligible for registration in BC.

Language Skills: Intermediate English proficiency (written and spoken).
-
Familiarity with CAD systems and drawing standards.
-
Proficiency in standard industry design/analysis software.
-
MS Office Skills: Intermediate proficiency (Word, Excel, PowerPoint).
Key Duties and Responsibilities
-
Prepare direct and indirect cost estimates for services, labor, materials, equipment, and schedules for 69kV – 500kV transmission line and substation projects during various phases.
-
Gather project scope and contracting plans to assist in establishing work breakdown structures for estimation.

Develop and manage estimating work packages; review others' work packages for completeness before inclusion.

Communicate with and review work progress of staff, consultants, and contractors, ensuring adherence to engineering practices.

Provide input for regulatory processes and prepare for management review meetings regarding estimates and schedules.

Ensure final estimate packages meet all requirements and address reviewer comments prior to approval.

Provide input on and review contract specifications and tender packages for feasibility.
-
Analyze and report contractor progress, variances, and complex change requests to support estimating and project performance.

Supervise, coach, and mentor staff, including employees and consultants.
Qualifications
-
Education: Bachelor’s degree in Electrical or Civil Engineering (preference for electrical engineering).
-
Professional Registration: Registered or eligible for registration as a Professional Engineer with Engineers and Geoscientists BC (EGBC).

Experience:
-
Minimum of eight (8) years in engineering and construction.
-
At least four (4) years of related experience in estimating and scheduling for heavy industrial projects exceeding $100 million.
-
Experience in power utility transmission lines and substation projects preferred.

Skills and Knowledge:
-
Proficiency as a senior estimator with strong understanding of estimating principles, risk analysis, Monte Carlo simulations, and market conditions.
-
Multi-discipline engineering design knowledge (e.g., electrical, protection and control, civil, geotechnical).
-
Working knowledge of project management principles.
-
Proficiency with estimating and scheduling software and MS Office.
-
Strong leadership, facilitation, negotiation, and interpersonal skills.
-
Planning, organizational, analytical, and problem-solving skills.

Additional Requirements
-
Licenses: Valid Class-5 (or equivalent) driver’s license; willingness to travel and occasionally work in remote BC locations. Maintaining a valid Class-5 license is a condition of employment.

Preferred:
-
Experience preparing substation conceptual layouts based on single-line diagrams (for electrical discipline).
-
Membership with AACE International and familiarity with its recommended practices.
